Fast-tracks consideration of H.R.185 by setting floor rules and limiting procedural objections. This resolution would waive points of order against consideration of the bill and against its provisions, deem an amendment in the nature of a substitute adopted using the text of H.R.1768 as introduced as modified by a specified amendment, and treat the bill as read. It would allow one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees, permit one motion to recommit, suspend clause 1(c) of rule XIX for this consideration, and count only the last qualifying modification if multiple are submitted.
