This resolution would declare that every person has a basic right to emergency health care, including abortion care. It argues that bans and restrictions on reproductive care can jeopardize pregnant people's health and lives. It says state laws that ban or limit abortion in emergencies can push providers to withhold needed stabilizing treatment. It highlights that criminalizing emergency care or access causes broad harms and disproportionately affects Black, Indigenous, people of color, immigrants, low-income people, and LGBTQI+ individuals. It affirms that emergency department care should be nondiscriminatory and that delays or denials threaten patient health. This would be a nonbinding statement of congressional policy.
