Senate-confirmed Forest Service Chief

If enacted, the President would have to nominate the Chief of the Forest Service and get Senate approval. The nominee would need substantial experience in forest and natural resources management. Any nomination sent to the Senate would be jointly referred to the Senate Agriculture Committee and the Energy and Natural Resources Committee. That joint-referral rule would be added to Senate rules, but the Senate could still change its rules. The President would have to send a nomination within 30 days of enactment, even if an incumbent is serving.
