New FBI checks for multistate licenses

If enacted, this bill would let the FBI provide criminal-history records to State licensing authorities when an interstate compact requires a background check for multistate licenses. The FBI would send records through a State law enforcement agency or State identification bureau. The bill would define what counts as criminal-history information and would exclude ID data (like fingerprints) when it does not show involvement with the justice system. Licensing offices in compact states would only be able to use the records to decide on licenses or privileges and could not share the records with the compact commission, other states, or the public. A licensing office could only tell the compact commission that the check was completed and whether it was satisfactory.
