Rural Veterinary Workforce Act
Sponsored By: Senator Mike Crapo
Introduced
Summary
Excludes certain veterinary loan repayment and forgiveness payments from federal taxable income to encourage vets to serve rural areas. The bill would expand the tax exclusion to cover payments and forgiven amounts from programs under section 1415A of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3151a) and any other State loan repayment or loan forgiveness program intended to increase access to veterinary services.

- Veterinary students and early-career veterinarians: Would not count qualifying loan repayments or forgiven amounts as federal taxable income for amounts received in tax years beginning after December 31, 2025, making the exclusion effective for 2026 onward.
- State programs and program participants: State loan-repayment and forgiveness programs aimed at increasing veterinary access would offer tax-free benefits, which could make participation more attractive.
- Rural communities and animal owners: By removing a federal tax hit on these benefits, the change aims to help recruit more veterinarians to underserved areas and improve local access to veterinary care.

Lower taxes on vet loan relief
If enacted, you would be able to exclude payments or loan forgiveness you get from certain veterinary loan-repayment or forgiveness programs from your federal taxable income. That includes programs under section 1415A of the 1977 Agricultural Research Act and State programs meant to increase access to veterinary services. The change would apply to amounts received in tax years starting after December 31, 2025 (so tax year 2026 and later). This would generally lower taxable income and could reduce your tax bill in the year you get the relief.
