New 25th Anniversary commemorative coins
If enacted, this bill would authorize two commemorative coins for the 25th anniversary of September 11. Up to 50,000 $5 gold coins (about 8.359 grams, at least 90% gold) and 400,000 $1 silver coins (26.73 grams, at least 90% silver) could be made. Coins would be offered in uncirculated and proof qualities and include inscriptions such as "Liberty", "In God We Trust", "United States of America", "E Pluribus Unum", and "25th Anniversary". At least one coin must bear the inscription "Never Forget". Designs would be chosen after consultation with the National September 11 Memorial and Museum and review by advisory art bodies. Coins would be legal tender and treated as numismatic items, and may only be issued during the one-year period starting January 1, 2027.
Coin prices, surcharges, and payments
If enacted, the sale price for each coin would equal face value plus a surcharge and the coin's design and issuing cost. The surcharge would be $35 for each $5 gold coin and $10 for each $1 silver coin. The Secretary could offer bulk and prepaid order discounts. All surcharge proceeds would be paid to the National September 11 Memorial and Museum to support operations, but the Museum would be subject to audit. The Treasury must first recover all Mint design and issuing costs before any surcharge money is disbursed. The Secretary could not include a surcharge in a year if doing so would push that year's commemorative coin programs above the two-program annual cap.
