If enacted, the bill would direct the Commerce Secretary, through NIST and with Energy Department consultation, to identify manufacturing needs and gaps for quantum parts and systems. It would authorize financial assistance under 15 U.S.C. 278s(e)(1) to plan, establish, or support a Manufacturing USA institute for quantum technologies. The institute would build an end-to-end manufacturing ecosystem for quantum computing, sensing, and communication. It would include design, fabrication, and testing capabilities and offer prototyping at research and commercial scales. The institute would support workforce training and a resilient supply chain favoring allied sources and more domestic production. The bill text does not set a specific dollar amount.

Harsh, automatic sanctions and trade penalties would be triggered if Russia refuses to negotiate with Ukraine, violates a peace deal, invades again, or seeks to subvert Ukraine's government. He served as a First Lieutenant in the Army Judge Advocate General's Corps in Germany from 1956 to 1959. Johnston served in the Louisiana House and State Senate before his long Senate career, where he chaired the Energy and Natural Resources Committee from 1987 to 1995 and helped shape national energy policy, flood control, hurricane protection, offshore oil and gas expansion, and natural gas deregulation. He championed conservation, helped preserve more than 120,000 acres of Louisiana inland wetlands, and helped establish the New Orleans Jazz National Historical Park and the Cane River Creole National Historical Park. Johnston lived to age 92 and is remembered for integrity, distinction, and committed public service.
