- Veterans who get disability benefits under chapter 11 or chapter 15 of title 38, U.S.C. would see those payments excluded from income calculations for HUD's supported housing program. The exclusion would not apply to income used in the definition of "adjusted income."
- Households receiving rental help through the supported housing program would not have a veteran's chapter 11 or 15 disability benefits counted when assessing eligibility for other related housing assistance. The same adjusted income proviso applies.
- For veterans renting residential units built on Department property with HUD-funded assistance, those chapter 11 or 15 disability payments would be excluded from income for eligibility. "Secretary" means the Secretary of Housing and Urban Development and "Department property" references the meaning in section 901 of title 38, U.S.C.

Exclude VA disability from HUD income
If enacted, this bill would stop HUD from counting certain VA disability payments as income for some housing rules. It would exclude disability benefits paid under chapter 11 or chapter 15 of title 38 from income when HUD decides eligibility for supported housing (section 8(o)(19)). The exclusion would also apply when a household in that program seeks other types of housing help and when a veteran rents a HUD-assisted unit built on Department property on or after the date of enactment. The bill says this exclusion does not apply to amounts used in HUD’s definition of "adjusted income." If enacted, the change would take effect on enactment.
