Summary
This bill would authorize integrated hazard mitigation with emergency power restoration for electric utilities under the Stafford Act. It would add a new subsection to section 403 so utilities can carry out cost‑effective hazard mitigation activities together with emergency power restoration funded under that section. The bill would also say that getting emergency restoration assistance does not make a facility ineligible for hazard mitigation help under section 406 when it otherwise qualifies. The authority would apply only to funds appropriated on or after enactment.
