POWER Act of 2025

Sponsored By: Senator Sen. Lankford, James [R-OK]

Introduced

Summary

This bill would authorize integrated hazard mitigation with emergency power restoration for electric utilities under the Stafford Act. It would add a new subsection to section 403 so utilities can carry out cost‑effective hazard mitigation activities together with emergency power restoration funded under that section. The bill would also say that getting emergency restoration assistance does not make a facility ineligible for hazard mitigation help under section 406 when it otherwise qualifies. The authority would apply only to funds appropriated on or after enactment.

Utilities can combine mitigation and restoration

If enacted, electric utilities would be allowed to do cost-effective hazard mitigation work at the same time as emergency power restoration funded under the Stafford Act. Getting emergency restoration aid would not make a facility ineligible for hazard-mitigation help it otherwise qualifies for. This would apply only to disaster money appropriated on or after the date of enactment.
