New Markets for State-Inspected Meat and Poultry Act of 2025

Sponsored By: Senator Mike Rounds

Introduced

Summary

This bill would allow interstate sales of State‑inspected meat and poultry. It creates a federal framework to let products inspected under State programs move across state lines and sets a process for the Secretary to designate which State programs may ship interstate goods.

Show full summary
  • State processors and small plants would gain access to new markets by selling inspected carcasses, parts, meat, and poultry products beyond their home states. This expands where State‑inspected producers can sell their products.
  • State inspection programs would face a federal designation process. The bill defines how states are approved, published, and can have that approval revoked, while keeping federal standards for adulteration and enforcement.
  • Retailers and consumers could see more product choices from State‑inspected producers because State or local rules could not block interstate shipments. The change aims to harmonize rules so products move under consistent federal terms.

Interstate sales for state-inspected meat and poultry

If enacted, this bill would let State-inspected meat and poultry be shipped and sold across State lines when a State program is designated by the Agriculture Secretary. The Secretary would publish which States are designated, could revoke a designation on request, and could write rules to implement the program. State or local rules that block shipments of products inspected and passed under designated State programs would be overridden. The bill would also change how "adulterated" products are defined and enforced for State-inspected products. These changes would be effective on the date of enactment for purposes of interstate shipment approvals.
