- Producers could borrow to adopt precision agriculture practices or to buy precision agriculture technologies, including when doing so to participate in the Environmental Quality Incentives Program.
- The Farm Service Agency (FSA) would delegate administration to its Deputy Administrator for Farm Programs and coordinate with the Natural Resources Conservation Service (NRCS) to streamline approvals and establish geographic diversity and efficiency measures.
- The program heading would be renamed to include "precision agriculture and conservation" and the authority for these provisions would be extended through 2029.

If enacted, this bill would let farmers get USDA loans or loan guarantees to adopt precision farming practices or buy precision agriculture technologies. Loans would be allowed when the purchase or adoption helps you participate in the Environmental Quality Incentives Program. The bill would extend the program's applicability through 2029 instead of 2023. It would also let the Farm Service Agency delegate authority to its Deputy Administrator and direct coordination with the Natural Resources Conservation Service to speed approvals.
