This bill would expand the Summer Electronic Benefit Transfer for Children to cover school closure periods as well as summer months. It requires per-day SEBTC benefits to be at least the free-rate value of breakfast, lunch, and a snack for each eligible day.

- Families and children: Low-income households would get SEBTC during summer and qualifying school closure periods. A school closure period is when a school is closed, remote, or hybrid for 5 or more consecutive weekdays.
- State agencies and Tribal organizations: The federal share of administrative expenses would be phased down over time, starting at 100% in FY2026 and reaching 50% in FY2031 and thereafter.
- Implementation and systems: The bill creates Implementation Grants for state data systems and directs a $50.0 million Treasury transfer on October 1, 2025 to support those grants.

More meal help during school closures
This bill would expand Summer EBT to cover certain school closure periods as well as summer months. If enacted, you would get a daily payment for each eligible child worth at least breakfast, lunch, and a snack at the "free rate" starting in calendar year 2025. Only children who qualify for free school meals would be eligible. A "school closure period" means a school is closed, remote, or hybrid for five or more consecutive weekdays.
New admin funding for Summer EBT
This bill would change federal payments for states and tribes that run Summer EBT. Federal shares would be 100% in FY2026, then fall to 90% (FY2027), 80% (FY2028), 70% (FY2029), 60% (FY2030), and 50% in FY2031 and later. The bill would also authorize Implementation Grants to help states upgrade data systems. On October 1, 2025, the Treasury would transfer $50 million for those grants, and that money would remain available until spent. Grants also need Congress to provide money in an appropriations law in advance.
