Show full summary

The Impact:

  • Families and Taiwan's government: Would back Taiwan’s admission to the IMF if Taiwan seeks it and push for regular IMF Article IV–style surveillance of Taiwan’s economy, which could give Taiwan clearer international economic visibility.
  • Taiwan nationals and job seekers: Would require the U.S. to support employment of Taiwan nationals at the IMF without applying the usual policy-based recruitment limits, expanding professional access to IMF roles.
  • U.S. oversight and timing: Lets the Treasury Secretary waive these directives for up to one year at a time with a report to Congress, requires Treasury to report on efforts in its annual testimony, and ends the main requirements on IMF admission or after 10 years.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Treasury Reports on Taiwan Participation

If enacted, the bill would require the Treasury Secretary to include in annual testimony a description of U.S. efforts to support Taiwan's participation at each international financial institution. This requirement would apply in each of the next seven years when testimony under section 1705(b) is required. The description must address institutions as defined in law. This is a reporting requirement and would not change taxes or benefits for households.

U.S. IMF Support for Taiwan

If enacted, this bill would direct the U.S. Governor at the International Monetary Fund to vigorously support Taiwan. The Governor would back Taiwan's admission if Taiwan seeks membership. The Governor would push for Taiwan to take part in IMF economic reviews under Article IV. The Governor would also seek IMF jobs for Taiwan nationals and help Taiwan get IMF technical assistance and training. The Treasury Secretary could waive these instructions for up to one year if the Secretary reports to Congress that the waiver would substantially promote Taiwan's meaningful participation. These directions would end if the IMF admits Taiwan or 10 years after enactment.
