Summary

Separate Medicare payments for blood transfusions for hospice patients would be tested by the Center for Medicare and Medicaid Innovation to see how paying transfusions outside the hospice per diem affects care and use of services. The test would set payment equal to the amount that would apply if the transfusion were not provided as part of hospice care and CMMI would run and evaluate the model.

Separate Medicare payments for hospice transfusions

If enacted, Medicare would pay for blood transfusions given to hospice patients separately from the hospice daily payment. The payment would match what Medicare would pay if the transfusion were not part of hospice care. The Center for Medicare and Medicaid Innovation would have to start testing this model within 1 year after enactment. The test would compare hospice patients in the model to similar patients not in the model. The comparison would include chemotherapy in the last 14 days, hospital and ICU use in the last 30 days, days in hospice before death, and transfusion counts and frequency.
