  • Teleworking and headquarters-based contract employees would have average daily logins, average daily connection time, and network traffic recorded. Agencies must start on-site collection within 180 days and remote-employee collection within 1 year and may keep the data for at least 3 years.
  • Managers who revoke an individual’s telework rights would have to provide the human capital office and the employee a written record. That record must list the employee’s details, the telework days in the prior six work periods, a short narrative of the reason, and any prior discipline.
  • Chief Human Capital Officers must annually report to the Chief Human Capital Officers Council on telework management, any adverse performance effects, and discipline trends. Agencies must publish deidentified comparisons of telework login rates in budget justification materials.

Written notice when telework revoked

This bill would require each agency CHCO to set a policy within 60 days so managers who revoke an individual employee's telework must give written information to the employee and the human capital office. The note would list the employee's name, title, office, years of service, official worksite, and annual basic pay. It would list telework days for the six work periods before the revocation, explain the reasons, and say any prior discipline. The human capital office would retain the record for a reasonable time after the employee leaves.

New telework monitoring and reporting

This bill would require executive departments to record and report telework use. Within 180 days, departments would start recording telework logins and network traffic and require PIV or CAC logins for employees who use a department headquarters. Within 1 year, departments would begin retaining data. Collected data would include average logins per day, average daily connection time, and network traffic. Departments would keep data at least 3 years and publish aggregated results in budget materials each fiscal year, with comparisons of weekday remote login rates to approved remote headcounts and headquarters login rates. Publications must protect personally identifiable information.
