New buying rules for local producers
If enacted, the bill would require that at least 51 percent of an eligible unit's annual purchases come from covered producers. Covered producers would include small, mid-sized, beginning, veteran, and underserved fishers, farmers, and ranchers as the Secretary defines. Purchases must come from producers inside the eligible unit's area or within 400 miles of delivery. Eligible units could use subawards that must cover food, aggregation, distribution, equipment upgrades, and personnel costs. The Secretary could require food safety training or certification, and eligible units must provide technical help to get that training.
Annual $200 million program funding
If enacted, the bill would direct $200 million each year from the Commodity Credit Corporation starting in fiscal year 2025 to run the program. It would also authorize $200 million per year for fiscal years 2025 through 2029, if appropriated, and those authorized funds would remain available until spent. Ten percent of annual funds would go to Tribal governments. Of the remainder after the Tribal set-aside, 1 percent of that remainder would go to each State. The remainder would be split by a federal formula and can be reallocated if an eligible unit does not apply within one year. The Secretary must pay at least 50 percent of an award in advance and the rest by the agreement midpoint. Eligible units could use no more than 25 percent of their allocation for administration and technical help, and at least 35 percent of that amount must fund technical assistance.
New local food purchase program
If enacted, the bill would create a USDA program to buy local seafood, produce, meat, eggs, dairy, and poultry. The Secretary would make cooperative agreements with State, territorial, District of Columbia, and Tribal governments. Eligible units would need to apply with a plan naming lead agencies and community partners. The program would prioritize distributing food to underserved communities. Multiple State agencies in the same State would be treated as a single eligible unit for funding.
