Designation of Russia as terrorist state

If enacted, the bill would require the Secretary of State to report to Congress within 60 days whether Ukrainian children taken since February 2022 have been reunited and are being fully reintegrated. If the Secretary cannot certify both reunification and reintegration, the bill would require the Secretary to immediately designate the Russian Federation as a state sponsor of terrorism under existing U.S. law. That designation would take effect immediately upon the Secretary's determination. The bill would permit rescinding the designation on or after 45 days after a later certification that Russia has not supported international terrorism in the prior 3 months, has provided assurances it will not, all such children have been reunited in a secure environment, and full reintegration is underway.
