This bill would repeal the District's Incarceration Reduction Amendment Act and the Second Look Amendment Act and replace those mechanisms with a grants program for survivors of violent crime. If enacted, beginning in fiscal year 2026 the Office of Victim Services and Justice Grants would annually award grants to organizations that help survivors of violent crime. Each award could be up to $200,000 per grant per year. Eligible groups would include organizations offering advocacy, mental health, or employment services in the District of Columbia.
