National stillbirth guidance and education
This bill would require HHS to issue guidelines and public education materials on stillbirths and data collection. With the woman's consent, guidance would cover clinical history, postmortem exams, placental pathology, and training to standardize and complete data. HHS could consult clinicians, bereavement groups, statisticians, and people who experienced stillbirth. Congress may appropriate $1 million per year for fiscal years 2026 through 2030, and HHS would publish a report on its website within five years after enactment.
State grants for stillbirth data
This bill would let HHS award grants to States to collect and study stillbirths. Grants would fund surveillance, use of fetal and infant mortality review data, and building state and local public health capacity. States would have to deidentify data and not disclose any patient's or provider's identifying information. Congress may appropriate $5 million per year for fiscal years 2026 through 2030 to carry out these grants.
