Bill Overview
Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Help for private forest owners
If enacted, you would be able to get federal cost‑share payments and emergency loans to fix pine beetle damage on your private forest land. Payments could cover up to 85% of your restoration costs. Emergency loans must be at least 75% of the estimated response cost. You could apply any later cost‑share payment to reduce loan principal. To qualify, local FSA must confirm you had tree cover, your county was a primary disaster in the past 12 months, and pest surveys show nearby beetle infestations.
Payments for timber service businesses
If enacted, timber service businesses would be able to get payments for outbreak response work. Payments could cover up to 50% of eligible itemized costs. Eligible costs include labor, equipment use or mileage, and materials like gravel and insecticides. Local FSA will require proof of tree cover, a recent county disaster designation, and pest surveys showing nearby beetles.
Grants for government outbreak response
If enacted, the Secretary could give supplemental grants to State, Tribal, and local governments for pine beetle response. Grants would help respond to outbreaks and repair public resources damaged by infestations. The bill does not state how much money Congress must provide.
