Show full summary
  • Seasonal workers: Could use state-run online registration and renewal systems for seasonal restricted CDLs, making it easier to maintain eligibility when states adopt the option.
  • Farm-related service industries and employers: Would be able to register and renew eligible employees through online systems if states develop them, reducing paperwork and time spent on seasonal hires.
  • Implements of husbandry and vehicle operators: The bill would direct the Transportation Secretary to clarify that implements of husbandry are not commercial motor vehicles and are not counted toward gross combination weight rating or gross combination weight, confirming separate regulatory treatment for dedicated farm equipment.

Seasonal farm CDL and equipment rules

If enacted, the bill would define key terms for seasonal restricted commercial driver's licenses on enactment. The Secretary would have one year after enactment to revise two CFR rules. States could then offer online registration and renewal for eligible seasonal restricted CDLs. Online renewal would be allowed only if applicants meet all other program terms. The rule changes would also say implements of husbandry are not commercial motor vehicles. They would not be counted in gross combination weight rating or gross combination weight.
