- State parties: Past and future non-Federal contributions would be deposited into a new "Non-Federal Funding Account." Amounts already contributed would be transferred from the Treasury general fund to the Account within 90 days of enactment.
- Program managers and the Secretary: Amounts on deposit and any accrued interest would be available to the Secretary, without further appropriation, for expenditure as the Program Documents allow.
- Treasury and investment rules: Treasury may invest any portion of the Account not needed for current use only in interest-bearing U.S. obligations. State parties would not be responsible for losses from those investments under the Agreement.

New state contributions would be moved into the account as soon as practicable after they are given. Money in the account and any interest could be spent by the Secretary without another appropriation. The Treasury could invest only in interest‑bearing U.S. obligations, and State Parties would not be responsible for investment losses after deposit.
