Higher securities penalties and daily fines

This bill would raise many administrative fines under the Securities Act. First-tier caps would go to $10,000 and $100,000, and some second-tier caps would be $100,000 or $500,000. It would add a new third tier for fraud-like conduct. For each third-tier act the fine would be the largest of three amounts. It would be $1,000,000 for an individual or $10,000,000 for others; or three times the violator's gross gain; or the victims' losses. The bill would also make each breach of a federal court injunction or certain SEC orders a separate offense. Each day someone keeps not following the order would count as a new offense. If a person was convicted of securities fraud or faced an SEC fraud judgment within five years, the bill would allow penalties to be tripled (3x) per violation or per day.
