Global plan to counter scam compounds

This bill would require the Secretary of State to submit a comprehensive, global Strategy to Congress within 180 days of enactment. The Strategy would identify "enabling" and "impacted" countries, list existing U.S. foreign assistance and diplomatic efforts, and say what resources and obstacles exist. It would set objectives and performance indicators to prevent recruitment fraud and human trafficking, support survivors, build partner law enforcement capacity, use sanctions and visa limits, and counter money laundering. The Strategy may prioritize Southeast Asia. It would not change U.S. or state criminal or intelligence laws.

New interagency scam task force

This bill would require the Secretary of State to set up an interagency Task Force within 90 days after the Strategy is submitted. The Task Force would coordinate and implement the Strategy and monitor international scam compound operations. It would track progress, update the Strategy as needed, and do annual status reviews. The Task Force would send public reports to Congress, which may include a classified annex. The Task Force would end six years after it is established.

New sanctions on foreign scam facilitators

This bill would let the President impose blocking sanctions starting 180 days after enactment on foreign persons who materially assist, finance, own, or run scam compound operations or enabling services. Blocking could cover property in the United States or property controlled by U.S. persons. Sanctions would not apply to authorized U.S. intelligence or law enforcement reporting, and the blocking authority would not target the importation of goods. The President may waive sanctions for national security but must notify Congress at least 15 days before a waiver. The President must report to Congress every 180 days listing sanctioned persons and the dates sanctions were imposed.

Definitions and scope for this Act

This bill would define key terms used in the Act, such as "scam compound", "enabling country", "impacted country", "forced criminality", and "significant transnational criminal organization". The definitions would apply only to this Act and would not change other U.S. laws.
