- Manufacturers, importers, and distributors would not be required to install, certify, or maintain emissions control devices or onboard diagnostic systems on motor vehicles or engines.
- No person or entity would face federal civil or criminal liability for making, selling, importing, buying, using, or modifying a vehicle or engine that lacks these devices, and criminal penalties could be vacated with related records expunged.
- Federal regulations related to the installation, modification, or removal of these devices under the Clean Air Act or other federal law would be nullified and have no force.
