The End Rent Fixing Act of 2025 would create a federal ban on rent coordination and price-fixing. It would target companies and services that aggregate rental data, offer pricing recommendations, or otherwise help owners align rents across markets.
- Renters and families: Would gain protection from coordinated rent hikes and a private right to sue for treble damages, attorney fees, and litigation costs.

Private rent lawsuits and big damages
If enacted, any person harmed by prohibited coordination could sue in federal court regardless of the amount in controversy. Plaintiffs could get three times their actual damages plus court costs and attorney fees. A plaintiff could also ask for simple interest on actual damages and could choose to void a pre-dispute arbitration or joint-action waiver for claims under this Act. The bill would also let courts allow more antitrust complaints to survive early dismissal.
State law preservation and severability
If enacted, the bill would add to existing antitrust law and would not replace it. State laws could still apply and states could keep or pass stronger protections for people. If a court finds part of the law unconstitutional, the rest of the law would remain in effect.
Federal and state rent enforcement
If enacted, the bill would let the U.S. Attorney General use full antitrust powers to enforce the ban. It would let State attorneys general use the same antitrust tools in their states. The Federal Trade Commission could also treat violations as unfair competition, sue for civil penalties, and enforce the law against non-profit owners.
Ban on rental coordination and definitions
If enacted, the bill would make it illegal to perform or hire someone to perform coordinated pricing or lease-term setting for multiple rental owners. It would define a "coordinating function" to include collecting rent or lease data from two or more owners, analyzing it (including training algorithms), and recommending prices or renewal terms. It would say which kinds of dwellings are covered and would exclude hospitals, licensed long-term care, and jails.
