Grants to expand high-quality tutoring
If enacted, the bill would create a competitive PATHS to Tutor grant program for local school consortia. It would authorize $500 million total for the program. At least 85% ($425 million) would fund direct student supports like tutor pay, materials, transportation, meals, and connectivity. Grants would target hard-to-staff and high-need schools and require one-on-one or small-group tutoring, tutor training, alignment with local curriculum, and assurances that tutoring does not replace teachers.
National service credit for tutors
If enacted, the bill would require the Department of Education to make an agreement with the national service agency so PATHS-funded tutor jobs count as approved national service positions. The agreement must say how tutors submit proof of completed service. It would also let national service educational awards be paid to tutors who complete PATHS-funded service, and the Department and Corporation would develop rules for that award program.
