Improving Access to Small Business Information Act

Summary
Designates the Advocate for Small Business Capital Formation's actions as not a "collection of information" under the Paperwork Reduction Act. This bill would add a new paragraph to Section 4(i) of the Securities Exchange Act to create that exemption while keeping certain PRA requirements in 44 U.S.C. 3506(c)(1), 3506(c)(4), 3506(i), and 3507(a)(1)(A) applicable. It would also state that the SEC is not required to submit the Advocate's collections to the Office of Management and Budget, display a PRA control number, or indicate PRA clearance. The enacted text includes the exact phrase "<all>" as written.

Less paperwork for small businesses
If enacted, requests from the Advocate for Small Business Capital Formation would not count as a formal "collection of information" under the Paperwork Reduction Act. The Securities and Exchange Commission would not have to submit those Advocate requests to the Office of Management and Budget. The SEC also would not have to show a control number on those requests or say the requests meet OMB clearance rules. Some other PRA rules in 44 U.S.C. 3506 and 3507 would still apply. This change would take effect upon enactment.
