New permitting rules for mining projects

This bill would treat certain Department of Defense actions under Presidential Determination 2022-11 or the February 27, 2023 Presidential Memorandum as FAST Act "covered projects." These actions would be added to the federal Permitting Dashboard for public tracking. Qualifying actions would include support for feasibility studies for mature mining and processing projects; byproduct and co-product production and mine waste reclamation at existing facilities; modernization to increase productivity, environmental sustainability, and worker safety; and other activities authorized under section 303(a)(1) of the Defense Production Act. A project sponsor would be able to request that their action not be treated as a covered project and not be listed. The change would take effect upon enactment.
