Retrofit tractor rollover protection grants

This bill would create a USDA grant program to pay part of the cost to add rollover protection structures (ROPS) to tractors. Eligible applicants would be agricultural producers and eligible schools (vocational, qualifying higher-education, and secondary schools with agricultural programs). Grants would cover 70% of documented costs to buy, transport, and install an approved ROPS; if a recipient's documented costs exceed $500, the Secretary would raise the grant share above 70% as determined by the Secretary. The Secretary would competitively select a nongovernmental Program Administrator to run applications, identify approved ROPS and eligible tractors, and operate a public website and phone hotline. The bill would authorize $725,000 per year for fiscal years 2027–2031; each year $500,000 would be for grants, $125,000 for website promotion/upgrades, and $100,000 for the hotline.
