- Covered agencies would have to create and staff an Office of Civil Rights with experts and technologists to identify and mitigate bias, discrimination, and related harms, and the bill authorizes appropriations as needed to implement those offices.
- Each office would submit a detailed report not later than 1 year after enactment and every 2 years after that. Reports must cover risks from algorithms, steps taken to reduce harms, stakeholder engagement, and recommendations for legislation or agency action.
- The Assistant Attorney General for Civil Rights would set up an interagency working group within 1 year that includes every agency's new office to coordinate policy, oversight, and best practices on covered algorithms.
