Western South Dakota Water Supply Project Feasibility Study Act

Summary
Would require the Secretary of the Interior to study the feasibility of a rural water supply project delivering Missouri River water to the Western Dakota Regional Water System. The study would be done in coordination with Western Dakota Regional Water System, Inc. and must recommend whether to authorize construction and set a minimum non‑Federal construction share of 25 percent based on ability to pay. The Federal share of study costs would not exceed 50 percent. Up to $10.0 million is authorized for the study. The report must be sent to relevant congressional committees, made public, and the authority expires 10 years after enactment.

Feasibility study for Western Dakota water
If enacted, the bill would require the Secretary of the Interior to study a proposal to bring Missouri River water to the Western Dakota Regional Water System. It would authorize $10,000,000 to carry out the study. Federal payments for the study could not cover more than 50% of study costs, and the Secretary would enter a cost‑sharing or assistance agreement with the Western Dakota Regional Water System, Inc., under reclamation feasibility standards. After the study the Secretary would recommend whether to authorize construction and a non‑Federal construction share of at least 25%, send a report to the Senate Energy and Natural Resources Committee and the House Natural Resources Committee, make the report public, and the authority would expire 10 years after enactment.
