Summary
Flexible one-stop centers would let local areas use a physical center, a virtual center, or a center shared with adjacent local areas. It would allow those centers to be located at public institutions of higher education and would require employment service offices in States that have physical centers to colocate with them.

- Workers and jobseekers: Would get online access to the same set of programs and services through a defined "virtual" one-stop, and more ways to reach help when colleges host centers.
- Local workforce areas and boards: Would gain flexibility to meet coverage by using a physical, virtual, or shared center and by treating a shared center as the local areas center for Act purposes.
- State employment services: In States with physical one-stop centers, employment service offices would be required to colocate with those centers.
- Public institutions of higher education: Could host a physical or virtual one-stop center and become a formal access point for workforce services.

If enacted, the bill would let each local area use either a physical one-stop center or a virtual center. Neighboring local areas could share a physical or virtual center, and States could place centers at public colleges. In States with a physical center, the bill would require State employment service offices to be colocated with those centers. The bill would define "virtual" as a terminal or other equipment that gives access to the programs and services listed in the law. These changes would take effect upon enactment.
