Summary
Gives the Secretary of Agriculture authority to request recipient-level SNAP data from State agencies. This bill would tie State participation to timely, secure data transfers and enable use of that data for program oversight.

- State agencies: Would have to provide recipient-level data, case files, or other program information in the form, manner, frequency, and timeframe the Secretary requires, and must provide requested data not later than 30 days unless a shorter timeline is set for urgent matters.
- SNAP households: Their program records could be disclosed to Federal or State law enforcement for administration or enforcement, while data received must follow Federal privacy and security laws such as the Privacy Act of 1974.
- Federal oversight and enforcement: Would let the Secretary use the data for audits, investigations, and program integrity work and may withhold or suspend Federal SNAP funds under section 16 for noncompliance.

New SNAP data sharing rules
If enacted, this bill would require State SNAP agencies to send recipient-level and case file data to the Secretary of Agriculture when requested. States would have to transmit data in the form, manner, frequency, and timeframe the Secretary requires, including secure electronic systems. Requested data would generally have to be provided within 30 days, unless the Secretary sets a shorter deadline for urgent integrity, audit, or investigations. The Secretary could withhold or suspend SNAP funds to a State that fails to comply and would apply Federal privacy and security rules, including the Privacy Act of 1974. The Secretary could share the data with Federal or State law enforcement for administering or enforcing SNAP or other laws.
