Summary
Blocks visa-free entry for nationals of the People's Republic of China. The bill would bar the Department of Homeland Security from admitting anyone who is a national of the People's Republic of China or who holds a passport issued by the People's Republic of China without a valid visa, prohibit DHS funds from being used to allow PRC nationals to participate in the Guam and Commonwealth of the Northern Mariana Islands Visa Waiver Program, including the Economic Vitality & Security Travel Authorization Program, and define the People's Republic of China to include the Special Administrative Regions of Hong Kong and Macau.

This bill would prohibit the Secretary of Homeland Security from admitting any national of the People's Republic of China, or anyone holding a passport issued by the People's Republic of China, unless they have a valid visa. It would bar DHS from using appropriated or otherwise made available funds to allow Chinese nationals to participate in the Guam and Northern Mariana Islands Visa Waiver Program, including the Economic Vitality & Security Travel Authorization Program, or any other program that admits them without a visa. For this section, the bill would treat Hong Kong and Macau as part of the People's Republic of China. These rules would take effect upon enactment.
