The bill would bar the Department of Homeland Security from admitting anyone who is a national of the People's Republic of China or who holds a passport issued by the People's Republic of China without a valid visa, prohibit DHS funds from being used to allow PRC nationals to participate in the Guam and Commonwealth of the Northern Mariana Islands Visa Waiver Program, including the Economic Vitality & Security Travel Authorization Program, and define the People's Republic of China to include the Special Administrative Regions of Hong Kong and Macau.

This bill would prohibit the Secretary of Homeland Security from admitting any national of the People's Republic of China, or anyone holding a passport issued by the People's Republic of China, unless they have a valid visa. It would bar DHS from using appropriated or otherwise made available funds to allow Chinese nationals to participate in the Guam and Northern Mariana Islands Visa Waiver Program, including the Economic Vitality & Security Travel Authorization Program, or any other program that admits them without a visa. For this section, the bill would treat Hong Kong and Macau as part of the People's Republic of China. These rules would take effect upon enactment.

S1541 — SHIPS for America Act of 2025
Expand U.S. shipbuilding and maritime capacity for national and economic security. The SHIPS for America Act of 2025 would create a broad statutory framework to grow U.S.-flag fleets, boost domestic shipbuilding and repair, modernize mariner credentials and training, and fund ports, cable repair, and maritime innovation. - Mariners and students would get credential modernization, new scholarships and loan-forgiveness eligibility, and major academy support including about $125.0 million per year for the U.S. Merchant Marine Academy FY2026–FY2035. - U.S. shipyards and builders would gain new financing tools and incentives including a Title XI revolving loan start of $100.0 million and $100.0 million per year for small shipyard assistance FY2026–FY2035. - Commercial shipping, ports, and national security would be reshaped by stronger cargo-preference rules, tariff and tonnage-tax penalties for foreign-of-concern shipyards, and a Strategic Commercial Fleet with targets of at least 10 vessels in year three and 20 vessels per year thereafter. If enacted, it would authorize a Maritime Security Trust Fund capped at $20.0 billion and multiple annual appropriations and program payments through FY2035, increasing federal spending obligations over the next decade.
S4280 — SAFE Act
Strengthens limits on government access to Americans' communications by tightening who can query Section 702 data, adding audits and training, and expanding court and public oversight to reduce warrantless or unreviewed use of U.S.-person information. - Everyday Americans and Members of Congress gain new protections: queries tied to U.S. persons are restricted and often require documented justification or an exception, and congressional leaders plus affected Members must be notified when queries might identify a Member. - DOJ, the FBI, and the intelligence community face stricter rules and checks. Covered queries must have written justifications, FBI staff need initial and annual training, audits of covered queries occur every 180 days and must be completed within 90 days, and the Department of Justice Inspector General must report by June 30 of the first calendar year after enactment and every 3 years. - Online and intermediary service providers face tighter limits on voluntary disclosures and new harmonized court standards. The Foreign Intelligence Surveillance Court will use privacy amici, expanded access to materials, and stronger declassification and public-reporting requirements.
S2936 — Stop ANTIFA Act of 2025
Designates Antifa as a domestic terrorist organization. The bill would require a coordinated national strategy to investigate, disrupt, and dismantle networks tied to political violence, with emphasis on funding, prosecutions, and interagency action. - Federal law enforcement and prosecutors would be directed to prioritize politically motivated violence. The National Joint Terrorism Task Force (JTTF) would coordinate investigations into violent acts, deprivation of rights, funders, and conspiracies. - Treasury and financial regulators would be tasked to trace and disrupt illicit funding and to guide banks on Suspicious Activity Reports. The Internal Revenue Service would be required to prevent tax-exempt entities from indirectly financing political violence and refer suspected organizations to the Department of Justice. - Organizers, funders, and participants in coordinated doxxing, swatting, riots, assaults, arson, money laundering, or related conspiracies would face prioritized investigation and questioning about organizational and financial sponsorships before plea discussions or adjudication.
S809 — Saving Privacy Act
This bill would create stronger limits on government access to personal financial records by centering access on search warrants and extending Fourth Amendment protections. It also remakes financial privacy penalties, ends certain market data systems, bans retail central bank digital currency, and adds a congressional approval step for major agency rules. - It would tighten the Right to Financial Privacy framework and add enforcement tools. Federal employees who knowingly obtain or disclose records could face criminal penalties including a fine up to $5,000. The bill also allows civil penalties of at least $1,000 per violation per day and authorizes legal relief for victims. - It would force major agency rules to get explicit congressional approval through a joint resolution and sets strict review timelines, including a 70 session/legislative-day outer deadline for approval and expedited procedures for committees and debate. - It would require the Securities and Exchange Commission to terminate the Consolidated Audit Trail within 30 days and require refunds of fees within 1 year. The measure also bans issuance of a retail central bank digital currency, protects use of self‑hosted cryptocurrency wallets, and restores third‑party transaction reporting rules.
S275 — Veterans’ Assuring Critical Care Expansions to Support Servicemembers (ACCESS) Act of 2025
Establishes standardized, age‑agnostic access rules so veterans can get community and residential care faster and more predictably. The bill would set clear drive‑time and wait‑time thresholds, speed admissions and appeals for mental health residential programs, and create pilots and self‑service tools to improve access and oversight. - Veterans and families would get written notice of eligibility within two business days and periodic reminders. They would also be informed when telehealth is available and appropriate. - Veterans seeking residential mental health or substance use care would be screened within 48 hours and, if eligible for priority admission, admitted within 48 hours or offered an accredited non‑VA placement that can meet the timeline. - VA and non‑VA providers would face new tracking, quality, and reporting rules. The bill would require real‑time access data, mandatory staff training, pilot evaluations, and a Comptroller General review within two years to assess wait times and appeals.
S117 — AMERICANS Act
Restores honorable status and remedies for service members discharged over COVID-19 vaccine refusal. It would bar the Department of Defense (DOD) from issuing a new COVID-19 vaccine mandate to replace the 2021 policy unless Congress expressly authorizes one, and it would create processes for exemptions, retention, and compensation remedies for affected members. - Members discharged or subject to adverse action for refusing a COVID-19 vaccine would be able to choose remedies such as adjustment to an honorable discharge, reinstatement to their highest prior grade with back pay, expungement of adverse records, and crediting separation time toward retirement pay. - The DOD would be required to try to retain unvaccinated members and give them equal professional development, promotion, and leadership opportunities, limit vaccine-based deployment decisions to cases where foreign law requires vaccination or the member is needed for a role, and set up exemption processes for natural immunity, medical risk, or sincere religious beliefs. - Members separated for vaccine refusal would not have to repay bonuses and would be reimbursed for any repayments already made, and the bill's protections would apply to all service members regardless of whether they sought an accommodation.
