If enacted, this bill would require the Interior Department to grant the Southern Nevada Water Authority temporary and permanent rights-of-way outside the Sloan Canyon Conservation Area. The rights must be granted not later than 1 year after enactment and would not be subject to rents or other charges. SNWA could perform geotechnical investigations, build and operate a water transmission pipeline, and excavate tunnel materials when the grant starts. The Secretary and SNWA would need to sign an MOU within 30 days after the grant to identify federal land for disposal of excavated materials. Rights could include reasonable terms to protect conservation resources and could not go through designated wilderness or permanently harm surface resources.
If enacted, the bill would expand the Sloan Canyon National Conservation Area from 48,438 acres to 57,728 acres and replace the official boundary map with the May 20, 2024 "Proposed Sloan Canyon Expansion" map. The expansion would be subject to valid existing rights, including lands inside designated utility transmission corridors and prior transmission right-of-way grants. The change would not stop authorized activities in those corridors and would let the Secretary approve new utility rights-of-way inside existing corridors after NEPA review and other laws.

S3990 — PrEP Access and Coverage Act of 2026
Guarantees no-cost access to PrEP and PEP across public and private health coverage. This bill would require plans to cover FDA-approved HIV prevention drugs, diagnostics, counseling, and follow-up, ban most prior authorization rules, strengthen privacy for family plans, bar insurers from penalizing people who take PrEP/PEP, and fund grants and education to boost access and uptake. - People and families would get FDA-approved PrEP and PEP plus related tests, counseling, lab work, and adherence services with no cost-sharing in covered plans and, for most plans, no prior authorization. It would also keep PrEP/PEP use private within family health plans so other enrollees do not see that information. - Medicare, Medicaid, CHIP, VA, and DoD beneficiaries would see expanded prevention coverage. Medicare would add prevention services to Part B with no coinsurance or deductible and place prevention drugs in Part D with zero cost-sharing for plan years after January 1, 2027, while Medicaid and CHIP would align coverage and VA and DoD would remove cost-sharing as specified. - States, tribes, community health centers, rural clinics, and nonprofit providers would be eligible for grants to pay for drugs, testing, outreach, administration, and adherence services, with programs required within 1 year of enactment. The bill would fund national public and provider education campaigns through FY2026–2030 and require evaluations and annual reports for five years.
S2022 — Tribal Tax and Investment Reform Act of 2025
Tribal tax parity and targeted economic tools. This bill would give Indian tribes and Alaska Native Corporations state-like access to tax-exempt financing, create dedicated credit allocations for tribal areas, and adjust tax and benefit rules to support tribal communities and households. - Tribes and ANCs would be treated like States for many tax-exempt bond rules. The bill would set a $400 million annual tribal bond volume cap and a separate $45 million annual ANC economic development bond cap, bar bond proceeds from funding class II or III gaming, and include rules for lands and allocations. - Tribal communities and developers would get new capital tools. The bill would create a $175 million annual New Markets Tax Credit tribal allocation, require technical assistance for applicants, and allow certain Indian areas to qualify as Difficult Development Areas for the Low-Income Housing Tax Credit when projects meet tribal or NAHASDA conditions. - Families, health workers, and employers in tribal areas would see several tax and benefit changes. The bill would extend child support enforcement and tax-refund offset access to tribes, treat tribal determinations like States for the adoption credit, exclude Indian Health Service loan repayments and tribal health scholarships from taxable income, add tribal general‑welfare and certain tribal grantor trusts to Social Security resource exclusions, and extend and reform the Indian Employment Tax Credit while raising its per-worker cap from $20,000 to $30,000.

U.S. strategy to protect LGBTQI rights abroad. This bill would create diplomatic tools, funding, and legal measures to document abuses, support civil society, and restrict entry for perpetrators. - For LGBTQI people and defenders: Would establish a Global Equality Fund to provide grants, emergency aid, and technical support and a USAID-led LGBTQI Global Development Partnership to back leadership, entrepreneurship, and exchanges. It would explicitly fund protection from medically unnecessary intersex interventions. - For perpetrators and accountability: Would require the President to publish an unclassified list within 180 days and update it biannually. Persons on the list and their immediate family would be inadmissible to the United States and face visa revocation. - For U.S. policy and programs: Would create a Special Envoy and a permanent USAID Senior LGBTQI Coordinator, require LGBTQI training for PEPFAR partners and U.S.-supported law enforcement academies, and direct annual strategic reviews to prioritize decriminalization and targeted programming.
S51 — Washington, D.C. Admission Act
This bill would admit the District of Columbia as the State of Washington, Douglass Commonwealth, giving its residents full congressional representation. It would also carve out a separate federal 'Capital' around core federal buildings and set a staged transition for courts, services, and federal property. - Residents: District residents would gain two Senators and one Representative immediately upon admission and the current non‑voting Delegate office would be repealed. - Territory and federal limits: A defined Capital area including the Capitol, White House, Supreme Court, and adjacent federal lands would remain under U.S. title or jurisdiction and generally would not be subject to state taxation except where Congress permits. - Courts, justice, and transition supports: The bill would keep federal prosecution support, U.S. Marshals services, pretrial and public defender arrangements, and Bureau of Prisons housing rules during transition; it would provide a temporary Federal Medical Assistance Percentage uplift for five years and establish an 18‑member Statehood Transition Commission to oversee the change.
S2982 — Federal Employees Civil Relief Act
Pauses many civil and financial obligations for federal workers and contractors during government shutdowns and debt‑limit breaches. It covers the shutdown and the 30 days after and lets affected workers seek stays or adjustments to evictions, foreclosures, collections, fines, taxes, student loans, and insurance deadlines. - Federal workers and contractors: Lets furloughed or unpaid workers request temporary stays or postponements of rent, mortgage, tax, fine, insurance, student loan, and other civil payments when their ability to pay was materially affected. - Housing providers and lenders: Prohibits evictions, foreclosures, sales, or seizures tied to pre‑shutdown mortgages without a court order during the covered period and allows courts to stay eviction or adjust leases for up to 30 days. Violations can trigger misdemeanor penalties and civil fines up to $55,000 for a first violation and $110,000 for later violations. - Student loans, taxes, and insurance: Pauses principal payments and stops interest from accruing on covered student loans during the covered period. Defers collection of federal income tax due during the shutdown for up to 90 days after the shutdown with no interest or penalties during the deferment, and prevents lapse of existing health, life, disability, and motor vehicle insurance for nonpayment.
