Ban Strategic Petroleum Reserve exports to adversaries

This bill would stop sales or exports of oil taken from the Strategic Petroleum Reserve (SPR) to China, North Korea, Russia, Iran, and to companies they own or control. The ban would apply to any export or sale of SPR-drawn petroleum under any law. The Secretary of Energy would have to issue a rule to carry out the ban within 60 days after enactment. The Secretary could waive the ban only by certifying that a specific sale or export is in U.S. national security interests.
