- Tribal members and households: Members of federally recognized tribes would be able to use tribal government ID to satisfy the identification requirement for firearm purchases from federally licensed dealers.
- Tribal governments: Tribal governments named on the Federally Recognized Indian Tribe List Act of 1994 would be recognized as valid issuers of ID for these transfers. Changes would take effect 90 days after enactment.
- Federally licensed firearms dealers: Dealers would accept tribal government IDs when conducting the existing background check process under federal law.
