New online and delivery rules for SNAP
This bill would require the Food and Nutrition Service to set standards within 18 months for online and mobile use of SNAP benefits and for delivery of SNAP purchases. The standards would cover digital privacy and cybersecurity for online SNAP buying, and delivery rules to keep food safe and to promote fair, safe working conditions for delivery workers, including paying prevailing wages. The agency would develop the rules in consultation with food safety, drug, and technology officials and other stakeholders. Within 18 months after the standards are set, the Secretary would have to issue regulations requiring retailers seeking SNAP authorization to submit reports describing how they meet the standards. Retailers or wholesale food concerns that fail to follow the standards would lose SNAP authorization and would be able to reapply after showing compliance.
