- U.S. Department of Defense: Would establish and run the Initiative under Title 10 authorities and lead long-term projects across air, land, sea, and special operations.
- Abraham Accords countries: Signatories of the Abraham Accords and other regional Arab or Muslim-majority countries seeking normalization since 2020 would be eligible for enhanced military planning, joint exercises, and capability development. The Secretary is encouraged to seek matching contributions from each participating country.
- Congress and funding: The Secretary would be required to submit to the armed services committees a strategy and the amount of funding necessary to carry out the Initiative within 60 days of enactment.

U.S. Abraham Accords Defense Initiative
If enacted, the bill would require the Secretary of Defense to set up the United States‑Abraham Accords Defense Cooperation Initiative under title 10. The Initiative would work with Abraham Accords signatories and other regional partners that have sought to normalize relations with Israel since 2020. Its goals would include deterring Iran and its proxies, coordinating with the Comprehensive Security Integration and Prosperity Agreement, and improving regional military planning and cooperation. Projects could include defenses against drones, ground-based air defenses, missile defenses, intelligence and command-and-control systems, special operations development, and joint air or naval exercises. The Secretary would have 60 days after enactment to give the Armed Services Committees a strategy and the funding amount needed. Congress says the Secretary should try to get participating countries to provide matching funds.
