S4239119th Congress

Plug Offshore Wells Act

Sponsored By: Senator Peter Welch

Introduced

Summary

Would require annual public reporting on the decommissioning of offshore oil and gas wells, platforms, and pipelines. The bill defines “decommissioning” by reference to 30 C.F.R. §250.1700 and names the Secretary of the Interior as the reporting official. Not later than two years after enactment and each year after, the Secretary would send to Congress and publish on the Department of the Interior website a report listing numbers of required decommissioning applications and applications received, facilities not decommissioned by required dates, platforms approved for in‑place decommissioning, lengths of pipelines decommissioned in place and removed under specified regulatory sections, and the Bureau of Safety and Environmental Enforcement’s enforcement actions and statuses.
