  • Senior Hungarian officials who, after enactment, block or obstruct U.S. or international financial or security assistance to Ukraine or approve or continue facilitating Russian oil or gas imports would face asset blocking under the International Emergency Economic Powers Act and U.S. visa bans and immediate visa revocations. The President could waive sanctions for up to 180 days if the waiver is vital to national security and there are exceptions for international obligations, law enforcement, and authorized intelligence activities.
  • Hungary could regain relief if it publicly adopts and begins a time-bound plan to end dependency on Russian oil and natural gas before 2028 and stops obstructive actions for at least 180 days.

Report on U.S. facilitation of Hungarian energy

Sanctions and travel bans for officials

If enacted, this bill would require the President to impose targeted sanctions within 30 days and then every 180 days on senior Hungarian officials who block Ukraine aid or help import Russian oil or gas. It would let the President block their property under IEEPA when that property is in the U.S. or controlled by U.S. persons, and it would make those people inadmissible to the United States and subject to immediate visa revocation. The bill would allow limited exceptions for admissions needed to meet U.S. treaty obligations or law enforcement, and it would exclude authorized intelligence activities. The bill would also create relief paths: a presidential waiver up to 180 days with a security certification and a one‑year conduct pledge, and permanent termination only after Hungary adopts a public, time‑bound plan and stops obstructing aid for 180 days (with specific diversification deadlines in the bill).
