Restoring State Mineral Revenues Act
Sponsored By: Senator Steve Daines
In Committee
Summary
Removes the Mineral Leasing Act administrative fee. This bill would eliminate an administrative fee by deleting subsection (b) of Section 35 of the Mineral Leasing Act, renumbering the remaining parts of that section, and updating internal cross-references so the statute no longer includes the fee framework. It would also make conforming edits in three related laws—the Mineral Leasing Act for Acquired Lands, the Geothermal Steam Act of 1970, and the Federal Oil and Gas Royalty Management Act—to strip references to the fee and harmonize citations. The net effect is to remove statutory authority for that fee and prevent related fee-authorizing language from remaining in affected statutes.

Remove federal mineral fee for lessees
If enacted, this bill would remove the federal administrative fee authority on certain mineral leases and royalties. Companies that lease federal oil, gas, or geothermal rights would no longer be subject to that fee. Royalty payors would also be affected. The bill redesignates subsections and updates cross-references in related laws to implement the removal. The change would take effect upon enactment. The bill does not set a dollar amount or create a replacement fee.
