Fair Funding for Rural Hospitals Act
Sponsored By: Senator John Barrasso
Introduced
Summary
Guarantees a minimum of $20 million per state in Medicaid disproportionate-share hospital (DSH) funding starting in fiscal year 2025. The floor holds for FY2025–FY2029 and then increases with inflation in later years, and it applies even if other DSH formulas or required reductions would lower a state's allotment.

At least $20M DSH per State
If enacted, this bill would set a minimum Medicaid DSH allotment for every State starting in fiscal year 2025. Each State would receive at least $20 million in DSH funds in fiscal years 2025 through 2029. Beginning in fiscal year 2030, the minimum would be the prior year's minimum increased for inflation as specified. This floor would apply even if existing DSH tables or required reductions would otherwise lower a State's allotment. If passed, this would tend to raise or stabilize federal funding for State Medicaid programs and hospitals, including rural hospitals and those serving uninsured patients.
