- USDA and rulemaking: USDA would have 180 days to publish the list, must base choices on nutrition science and public health, require prepared meals to meet nutrition standards, and must review the list at least every 5 years.
- State agencies and cultural accommodation: States could substitute culturally specific foods with USDA approval if the substitutions are nutritionally equivalent.

New SNAP rules for groceries
If enacted, the Agriculture Secretary would make a regulated list of which foods SNAP can buy. The Secretary would issue the list within 180 days after enactment and review it at least once every 5 years. The rules must consider nutrition science, nutrients lacking in U.S. diets, public health, and cultural eating patterns and, to the maximum extent practicable, limit fat, sugar, and salt. Prepared meals would need to meet the Secretary's nutrition rules, and States could substitute nutritionally equivalent foods for cultural reasons with Secretary approval.
