Limit FEMA sheltering for noncitizens

This bill would bar FEMA from funding any non‑Federal sheltering program that relieves overcrowding in CBP short‑term holding facilities. It would also ban FEMA support for facility improvements and construction for that CBP purpose. It would rescind unobligated balances of amounts transferred to FEMA for CBP "operations and support" in two appropriation items. Those items are in the Consolidated Appropriations Act, 2023 (Public Law 117‑328; 136 Stat. 4730) and the Further Consolidated Appropriations Act, 2024 (Public Law 118‑47; 138 Stat. 598). The rescission would apply only to unobligated balances and names no dollar amounts. If enacted, non‑Federal shelter providers and contractors could lose FEMA funding, and some people in CBP holding facilities could be less likely to be housed or served.
