Bans slaughter of horses, mules, and other equines for human consumption. The bill would expand the existing federal prohibition to make it illegal to slaughter, ship, transport, possess, purchase, sell, or donate an equine or equine parts for human consumption in or affecting interstate or foreign commerce. Violators would be subject to a fine, and activities carried out by an Indian for a religious ceremony are exempt.
