- Women veterans and other visitors get a private, hygienic place to express breast milk that is not a bathroom, is shielded from view, is accessible to people with disabilities, and includes a chair and a working surface.
- VA medical centers must make spaces easy to locate and clearly signed. The VA must have at least 80% of centers compliant within 2 years and all centers compliant within 3 years.
- The VA must report annually to the House and Senate Veterans’ Affairs Committees starting within 1 year on which centers have lactation spaces, which do not, and timelines to make them functional. Reporting ends once every center has a space.

This would not allow entry into secure areas without permission.
