It would be wheelchair accessible and include a chair and a work surface. It would be easy to find and clearly signed. Women veterans and members of the public could use it to express breast milk. At least 80% of centers would comply within 2 years, and all within 3 years. VA would report to Congress within 1 year and then yearly until all centers comply. This would not allow entry into secure areas without permission.
