Bars consideration of an organ recipient's income when reimbursing living donors under federal grant programs. - Donating individuals: Donors would receive reimbursements under these grants without regard to the organ recipient's income. This removes income as a criterion when programs decide donor payments.

- Federal reporting and oversight: The Secretary must publish and send Congress an annual report by December 31 each year that estimates how many donors did not get full reimbursement and the total funding needed to fully reimburse all qualifying donor expenses.

If enacted, the Health and Human Services Secretary would have to publish a report each year by December 31. Each report would estimate how many donors did not get full reimbursement the prior fiscal year and how much money is needed to fully reimburse them. If enacted, this change would take effect upon enactment.
