Summary
Removes geographic limits on 8(a) construction subcontracts. This bill would repeal Paragraph (11) of section 8(a) of the Small Business Act and end the statutory rule that 8(a) construction subcontracts be awarded within the county or State of contract performance while leaving the rest of the 8(a) program in place and without creating new funding, programs, or enforcement mechanisms.

More flexible SBA 8(a) subcontracts
This bill would remove a rule in the SBA 8(a) program that now requires construction subcontracts be awarded in the same county or State where the work is done. If enacted, prime contractors could award 8(a) construction subcontracts to firms outside the contract’s county or State. This could expand subcontracting opportunities for small businesses in the 8(a) program. The bill would not provide new money or create new programs.
